Submission of draft revised Neighbourhood Plan and Consultation on Forum redesignation 

The Hampstead Neighbourhood Forum has submitted their revised Neighbourhood Plan to the Council. This is intended to update the Hampstead Neighbourhood Plan adopted by Camden Council in 2018. A map showing the area to which Plan relates is shown on page 11 of the Hampstead Neighbourhood Plan 2025-2040 as well as in the list of submitted documents below. 

The Council has appointed Jill Kingaby as the independent examiner who will consider whether the revised Neighbourhood Plan (or 'modification proposal') meets the Basic Conditions set out in legislation. The examination has now commenced and examination documents are provided below.

Redesignation application 2024

The neighbourhood area boundary is proposed to remain unchanged. 

The Cabinet Member for Planning and a Sustainable Camden has agreed to redesignate the Hampstead Neighbourhood Forum for a further 5 years. The decision was made on 12 November 2024. 

Next steps 

The appointed Examiner will determine whether the Plan meets the relevant legislation and regulations. Subject to the Examiner's findings, the Council will formally 'make' the revised Neighbourhood Plan as part of the development plan for the neighbourhood area. This will then replace the adopted 2018 Plan. 

Adopted Hampstead Neighbourhood Plan 2018 

The Council formally adopted the Hampstead Neighbourhood Plan on 8 October 2018. This version of the neighbourhood plan currently forms part of the development plan in the Hampstead neighbourhood area and is therefore used by the Council when making decisions on individual planning applications.

Minor changes to the adopted Plan

A minor change was then made to the Plan (12 October 2018). This was to correct an error relating to a Local Green Space boundary (Oak Hill Park).

A further minor change was made to the Plan (15 February 2019). This was to correct an error relating to a Local Green Space boundary (Branch Hill House).

Preparation of the adopted Neighbourhood Plan

Submission 

The Hampstead Neighbourhood Forum submitted the final draft of the Neighbourhood Plan and supporting documents to the Council. A six week consultation on the Submission Draft version of the Neighbourhood Plan ended in December 2017.

Examination

The Examiner’s report considered the representations made during the ‘Submission Draft’ consultation and whether the Plan meets the ‘Basic Conditions’. Subject to the policy modifications being made, the Examiner was satisfied that the Plan should proceed to a referendum.

Decision Statement 

The Council decided on 26 March 2018 to accept all of the Examiner’s recommended modifications to the Plan.

Referendum 

To meet the requirements of the Localism Act 2011, a referendum was held on 21 June 2018. The referendum question was: “Do you want London Borough of Camden to use the Neighbourhood Plan for Hampstead Town to help it decide planning applications in the neighbourhood area?” Of the votes cast, 91.5 per cent voted in favour of adopting the Neighbourhood Plan. The turnout was 20.5 per cent.

Adoption

The Council adopted the Neighbourhood Plan on 8 October 2018.

Previous Neighbourhood Area and Forum Designation decisions (2014 and 2019)

On 7 October 2014 London Borough of Camden approved the designation of the Neighbourhood Area and the Neighbourhood Forum.

The Hampstead Neighbourhood Forum applied to the Council to be formally redesignated as a neighbourhood forum in 2019. The Council approved the application on 25 October 2019 redesignating the Forum for a further period of 5 years. No changes were proposed to the designated neighbourhood area.
