Tenant Management Organisations (TMOs)

The Housing (Right to Manage) Regulations 2012, gives council tenants the right to manage some or all the services for their block or estate.  

Each TMO in Camden has a legal agreement with us called a Modular Management Agreement. This describes the roles, responsibilities and authority of the TMO in providing services on our behalf.  We pay TMOs a management and maintenance allowance to deliver these services.  

The TMO does not affect tenancy rights. Council tenants managed by a TMO still have the council as their landlord and keep all their rights as a council tenant

There are 6 TMOs in Camden.

  • Carol Street Tenant Managed Co-operative Ltd  
  • Chalk Farm Housing Group Ltd  
  • Godwin and Crowndale Tenant Managed Co-operative Ltd  

Areas of responsibility for TMOs  

The TMOs in Camden have responsibility for:  

  • resident involvement and engagement  
  • cleaning and caretaking  
  • day to day repairs and maintenance  
  • tenancy management  
  • dealing with anti-social behaviour  
  • dealing with neighbour disputes  
  • employing staff to carry out these functions  
  • ensuring the tenants are informed and listened to  
  • services to leaseholders  
  • managing and controlling the budget for management and maintenance  

How to set up a TMO  

A TMO can only be set up on estates with at least 25 council-tenanted homes. Each TMO must go through the following steps:  

  1. Explore the options for involvement  
  2. Serve a right to manage notice on the council  
  3. Develop business plan training and negotiations  
  4. Complete a competence assessment  
  5. Offer to tenants and then ballot  
  6. Set up and go live
