Local Management Agreements (LMAs)

An LMA, also known as a Community Cashback Agreement, enables council tenants to take over the running of a local housing service from their council landlord. This can result in a better or cheaper service using local knowledge and skills.  

Tenants can take control of one or two smaller services, for example: 

  • cleaning of communal areas and window cleaning 
  • communal gardening and grounds maintenance 
  • minor repairs     

How the agreements work 

A group of residents are paid to manage a service. This amount is equivalent to the cost of us managing the service. Any savings made under the agreement can be reinvested into the block or estate. 

In developing the LMA we ensure that: 

  • tenants affected by the agreement are fully consulted  
  • tenants delivering the service can do so and receive the necessary training, especially around health and safety  
  • insurance is in place  
  • services are monitored against a set of agreed standards

Russell Chambers is a mansion block where tenants have managed caretaking and cleaning services under an LMA since July 2014.
