What is a local land charge?
A local land charge is a restriction on a piece of land or property. It can limit its use or be binding on successive owners. It provides prospective purchasers with information about the property.
This includes:
- conservation areas;
- tree preservation orders;
- conditional planning permissions;
- financial charges;
- miscellaneous charges;
- listed buildings; and
- light obstructions notices.
How do I apply and how much does it cost?
There are 4 different types of search applications:
1. An official Local Land Charges search of the register LLC1:
The basic charge is £48 VAT exempt, per property, payable online.
Fee: £48.00 VAT exempt.
Fee: £1.00 VAT exempt for each additional parcel of land.
Additional charges may be required if more properties are involved. If you are unsure, please contact the local land charges team.
2. An official Local Land Charges search LLC1 and CON29 Part 1
The basic charge is £174.00, payable online.
Fee: £174 (including VAT) on CON29 part only
Fee: £28.00 for each additional parcel of land (including VAT)

3. Optional Local Land Charges search CON29 Part 2
The basic charge is £26.50 (including VAT) per question, payable online.

The basic charge is £31.00 plus £31.00 for each additional parcel of land VAT exempt payable online. Limited to 3 parcels of land per applicant per day.

If you are buying or leasing a property, you will want to know the details of all entries registered against it that fall within the definition of a Local Land Charge (LLC). This might be for example a local land charge expressly made by statute. Another example is a charge which is a restriction or prohibition on a parcel of land securing payment or restricting use that is binding on successive owners.

The CON29 enquiry form provides prospective buyers with information which relates to the property being searched against and, in some cases, the area in which the property is situated. It provides information on items in existence, as well as items that are in the pipeline/being considered, and/or awaiting approval.
It is often these items that, without the CON29 enquiry form, would go unnoticed and have a material effect on the future use, development and enjoyment, as well as a financial burden of the property. Whilst some of the enquiries seem to replicate areas of the LLC Register, this is not the case, as the information revealed in response relates to notices or procedures prior to LLC Statutory Registration.
The vast majority of the information used to respond to the CON29 enquiries comes from within the local authority.
A CON29 enquiry form is completed by the local authority. A local authority completed CON29 is endorsed by the local authority's insurance and is commonly referred to as an official CON29. Completion of the CON29 form is not a statutory function, but a contractual one upon payment of the required fee.
